The Blue Protocol Breakers of Providence is under the Draug System. They’re included in the list of enemies found in the game that can only appear when their spawn conditions are met.

Spawn Conditions
For you to be able to spawn the Blue Protocol Breakers of Providence, you need to defeat a certain amount of Draug enemies. This spawn condition has to be met for this enemy to spawn.
