The Blue Protocol Flame Prison is under the Ogre System. They’re included in the list of enemies found in the game that can only appear when their spawn conditions are met.

Spawn Conditions
For you to be able to spawn the Blue Protocol Flame Prison, you need to defeat a certain amount of ogre enemies at night. This spawn condition has to be met for this enemy to spawn.
