The Blue Protocol Iron Fang is under the Boar System. They’re included in the list of enemies found in the game that can only appear when their spawn condition is met.

Spawn Conditions
The Iron Fang has a spawn condition, which is to defeat a certain number of boars in the Asteria Plain. The number of the defeated boars is accumulated in the server, meaning if multiple people defeat the nearby boars, the Blue Protocol Iron Fang will spawn quicker.
