The reason for this is that once the player has advanced through the game and returned to the Santa Monica Beach, only then will they be able to find the special zombie which will appear and you must defeat them for the key.

In order to acquire the Lifeguard Kit Box Key, the player must finish the Santa Monica Beach main quest line. If you have already finished the quest, backtrack to the location shown in the map and there you should find Beach Hunk.
Beach Hunk is a named Crusher Zombie which can be classified as a newer variant of an Apex Zombie. You can make this fight easy by using a firearm with shock or caustic damage and keeping you distance since Crusher zombie will periodically become enraged. Players can use their Overhead Smashes to their advantage as they can damage, kill and unbalance nearby zombies, making them useful for thinning out hordes. If you plan to use melee weapons, Use blunt weapons with shock and caustic element.
Once you killed Beach Hunk , It will drop the Lifeguards Kit Box Key. You can then now proceed to the Lifeguard Kit Box Location.
